For carrying out the party's great 18 on strengthening the construction of ecological civilization,promote the coordinated development of industrial civilization and ecological civilization,promote the non-ferrous metals industry to improve energy efficiency of resource utilization,reduce pollutants and emissions intensity,realize green low carbon cycle development,is now on further strengthening non-ferrous metals industry energy conservation and emissions reduction work put forward the following opinions:
First,fully understand the importance of non-ferrous metal industry energy conservation and emission reduction
Nonferrous metal industry is a basic raw material industry based on the exploitation and utilization of mineral resources.It is also one of the key industries of energy and resources consumption and pollutant emission in China.In 2011,China's non-ferrous metals industry consumed 15.138 million tons of standard coal,accounting for 4.39%of the total energy consumption.
Since the eleventh five-year plan period,remarkable achievements have been made in energy conservation and emission reduction in non-ferrous metal industries.During the eleventh five-year plan period,energy consumption per 10,000 yuan of added value of the industry has decreased by 19.6%,and the comprehensive energy consumption of some products has reached the world's advanced level.In 2011,the comprehensive ac power consumption of aluminum ingots in China dropped to 13,902 KWH/ton,795 KWH/ton lower than in 2006,saving about 14.4 billion KWH.The comprehensive energy consumption of copper,lead and zinc,magnesium and rare earth smelting and other metals has been greatly reduced.Emissions of heavy metal pollutants,chemical oxygen demand and sulfur dioxide have all dropped to varying degrees.
However,non-ferrous metal industry still faces prominent problems in energy conservation and emission reduction:
First,there is still a certain gap between the unit consumption of some products and the world's advanced level.In 2011,the comprehensive energy consumption of lead smelting in China was 433.8 kg standard coal/ton,which is still far from the advanced level of 300 kg standard coal/ton abroad.
Second,the level of energy consumption among domestic enterprises is greatly different.China's electrolytic aluminum comprehensive ac power consumption has been in the world's advanced level,but the gap between domestic electrolytic aluminum enterprises is large,the best enterprise is about 13,000 KWH/ton,the worst enterprise is 15,000 KWH/ton,a difference of 2,000 KWH/ton.
Third,heavy metal pollution is a serious problem.Factors to the industry characteristics of the non-ferrous metals industry in the process of production of heavy metal pollutants and emissions is bigger,copper smelting,lead and zinc smelting,antimony,tin,cobalt,nickel smelting smelting smelting and heavy metals pollution control in key industries such as mercury smelting under new historical pollution prevention and control of pollution sources and solve the dual tasks of work difficulty and pressure.
Fourth,it is an arduous task to eliminate backward production capacity.Although the non-ferrous metal industry has made positive progress in the elimination of backward production capacity,but on the whole,the backward production capacity with high energy consumption and large environmental pollution still accounts for a considerable proportion in the non-ferrous metal industry,especially the lead and zinc smelting industry,and the majority of small and medium-sized enterprises,the elimination of backward production capacity is still very difficult.
Fifth,the comprehensive utilization level of solid waste is low.In 2011,China's alumina output reached 34.08 million tons,accounting for more than a third of the global output,and the annual red mud output reached about 30 million tons.At present,the overall comprehensive utilization rate of red mud in China is less than 4%,and the cumulative storage capacity is about 200 million tons.It is estimated that the cumulative storage capacity will reach 350 million tons by 2015.
Nonferrous metal industry,as an industry that USES a lot of energy in China,is one of the key points of energy conservation and emission reduction in the industrial field.Increasing the intensity of energy conservation and emission reduction in non-ferrous metal industry is not only the strategic need of national overall energy conservation and emission reduction,but also the inevitable choice of non-ferrous metal industry to transform its development mode and take the road of sustainable development.
Ii.Guiding ideology and main objectives
1.Guiding ideology
Full implementation of the scientific outlook on development,adhere to the road of new industrialization,in order to improve the efficiency of resource utilization and environmental protection as the core,increase the intensity of structural adjustment,accelerating technological progress,developing circular economy,comprehensively enhance the level of clean production,to strengthen the management,the key breakthrough and the combination of the whole advancement,solid completes the energy conservation and emissions reduction work,promote resource saving and environmentally friendly development of the non-ferrous metals industry system.
(2)main objectives
Ten thousand yuan by the end of 2015,non-ferrous metals industry added value of industrial energy consumption is about 18%lower than in 2010,the cumulative savings BiaoMei,7.5 million tons of sulfur dioxide emissions decreased by 10%,the pollutant discharge amount and emission concentration of the relevant national standards,the national comprehensive energy consumption of smelting non-ferrous metal main products indicators reached the world advanced level(see appendix 1)main variety of metal energy conservation and emissions reduction target.
Key tasks
1.Accelerating the optimization and adjustment of the industrial structure.According to the time schedule required by national policies,we will resolutely eliminate outdated production capacity with high energy consumption and high pollution,and ensure that during the 12th five-year plan period,900,000 tons of electrolytic aluminum,800,000 tons of copper(including recycled copper),1.3 million tons of lead(including recycled lead)and 650,000 tons of zinc(including recycled zinc)will be eliminated.We will strictly implement market access conditions,strengthen the evaluation and review of energy conservation in new and renovation and expansion projects,increase the implementation of policies and measures such as punitive electricity prices based on energy consumption quotas,curb blind expansion of production capacity,and prohibit the illegal construction of electrolytic aluminum and lead smelting projects that consume a lot of energy and cause a lot of pollution.We will guide nonferrous metal smelting enterprises to move to areas rich in energy and resources,encourage enterprise mergers and reorganizations,and encourage the extension of industrial chains and the formation of new economic growth points.
2.Strengthening research and development of key technologies for energy conservation,emission reduction and comprehensive utilization of resources.Develop new clean production technology of zinc smelting and reduce the production of harmful waste residue of zinc smelting.Research and development of red mud large-scale resource utilization technology to solve the long-term storage of red mud.Focuses on continuous copper smelting clean production technique,new after magnesium's smelting process and technology for energy conservation and emissions reduction,titanium sponge production of energy saving technology and step of lead smelting technology,with a low aluminum silicon than bauxite as raw material to produce alumina technology,ion adsorption type rare earth ore in situ leaching ammonia nitrogen unorganized emissions control and so on a number of major,key and common technology of energy conservation and emissions reduction.
3.Promoting demonstration of advanced and applicable technologies for energy conservation and emission reduction.Focus on promotion of new energy saving technology of aluminum electrolysis bath smelting technology,copper smelting liquid direct reduction of high lead slag,lead smelting reduction furnace technology,a new regenerative vertical magnesium smelting technology,the saponification extracting rare earth,the recycling of the high concentration of ammonia nitrogen wastewater treatment technology,zinc concentrate roasting flue gas purification in addition to the mercury technology and so on a number of advanced suitable technology for energy conservation and emissions reduction(see attachment 2).In accordance with the catalogue of advanced and applicable technologies for energy conservation and emission reduction in the non-ferrous metal industry,a number of prevention and control projects for sulfur dioxide,heavy metal pollutants and ammonia nitrogen pollutants have been organized to effectively reduce energy consumption and the emission of harmful gases,heavy metals and ammonia nitrogen pollutants.
4.Making solid progress in recycling nonferrous metals.We will accelerate the development of the nonferrous metals recycling industry,raise the level of recycling nonferrous metals,and promote the establishment of a national nonferrous metals recycling system.By the end of 2015,the output of recycled non-ferrous metals reached 12 million tons,among which the output of recycled copper,recycled aluminum and recycled lead accounted for 40%,30%and 40%of the output of copper,aluminum and lead respectively.The technological and equipment level of renewable nonferrous metals industry has been greatly improved,and the industrial layout and product structure have been further optimized.Several key areas for the industrial agglomeration and development of renewable nonferrous metals have been cultivated,whose production capacity accounts for more than 80%of the national renewable nonferrous metal production capacity.
(5)promoting industry energy efficiency standards.Actively guide and urge nonferrous metal enterprises to carry out industry energy efficiency benchmarking activities.We will organize industry associations to continuously improve the information platform and index system of industry energy efficiency benchmarking,expand the range of benchmarking metals,regularly release data on energy consumption of major products,advanced technologies for energy conservation and emission reduction,comprehensive utilization of resources,and best practices in energy conservation,and guide enterprises to improve the utilization of energy resources.
(6)we will strengthen management of energy conservation and consumption reduction in enterprises.We will urge nonferrous metal enterprises to establish a system of persons in charge of energy management,establish positions in charge of energy management,and improve their internal management institutions for energy conservation.We will organize trials to certify energy management systems,and explore ways to develop energy management systems for nonferrous metal enterprises.Organize nonferrous metal enterprises to carry out energy audit,put forward feasible energy-saving and consumption reduction measures and implement them.We will strengthen energy statistics and urge enterprises to equip themselves with meters and other measuring equipment in accordance with relevant requirements.
7.Actively promoting cleaner production.We conscientiously implemented plans for implementing clean production technologies in copper smelting,lead and zinc smelting,and organized and implemented plans and evaluation index systems for clean production of electrolytic aluminum,alumina and rare earth.We will effectively raise the level of clean production in nonferrous metal enterprises and reduce the intensity of pollutants generated and discharged.By the end of 2015,all large and medium-sized nonferrous metal enterprises had reached the advanced level in China.
Strengthening prevention and control of heavy metal pollution.Follow the source prevention,cleaner production,the end of the management principles of comprehensive prevention and control of the whole process,for mercury,lead,cadmium,arsenic and other heavy metal pollutants in key areas and links,with an emphasis on heavy metal smelting process control,implementation of clean production technology,from the source to reduce mercury,discharge of pollutants such as lead,cadmium,arsenic,reduce the end-treatment difficulty and pressure.We will give priority to supporting heavy metal smelting enterprises in using advanced and mature technologies to upgrade clean production technologies,upgrade and upgrade pollution control facilities,build pollution prevention and control facilities for pollution sources,and implement pollution control projects.
Strengthen comprehensive utilization of red mud.We will vigorously support research and development and industrial demonstration of common key technologies,such as red mud production technology for new building materials,red mud preparation technology for roadbed consolidation materials,and low-cost red mud dealkalization technology.A number of demonstration projects with driving effect,such as the comprehensive utilization of bayer red mud cyclone classification,the use of red mud cementing filler for mine filling,the use of red mud sand as iron raw material for dry cement production,and the preparation of new coal desulfurizer by red mud,have been constructed.Two to three demonstration bases for comprehensive utilization of red mud will be established to form a development pattern of multi-channel and high-value-added comprehensive utilization of red mud.
Vigorously promote the application of information technology.We will strengthen the construction of energy management centers for large and medium-sized copper smelting,aluminum smelting(including alumina)and lead and zinc smelting enterprises by making use of relevant policy priorities,implement dynamic monitoring,control and optimal management of energy transmission,distribution and consumption,and constantly strengthen energy balance,scheduling,analysis and prediction,so as to achieve systematic energy conservation and consumption reduction.We will support enterprises and industry associations in building an information monitoring platform based on the enterprise energy management center,gradually establish a unified interface standard for the collection,transmission and processing of comprehensive energy consumption and emission data,and build an energy conservation and emission reduction data collection and information monitoring platform for the non-ferrous metals industry.
(11)carry out activities to establish resource-saving and environment-friendly enterprises.Select a number of representative non-ferrous metal enterprises to carry out the pilot work of"two-oriented"enterprise establishment.Establish"two type"nonferrous metal enterprise identification standard.We will actively summarize advanced and typical experience,strengthen the exchange and promotion of experience,study and formulate specific policies to encourage the development of"two-oriented"enterprises,and promote the transformation of the whole industry to resource-saving and environment-friendly development mode.
Iv.Policies and measures
1.Establish a sound management system for energy conservation and emission reduction.Industry authorities at all levels and relevant enterprises should attach great importance to non-ferrous metals industry work,energy saving and emission reduction by the state council"the comprehensive energy saving and emission reduction work"twelfth five-year"plan"and the opinion,combining the reality of the region,the enterprise,to develop special plan for energy conservation and emissions reduction,put forward a clear development goals,major tasks and the effective measures.We will promote the development of a monitoring system for energy conservation and emission reduction in the nonferrous metals industry,and organize regular analysis of energy conservation and emission reduction.
2.We will intensify efforts to manage access to industries and close down backward production capacity.Earnestly implement the national"industrial structure adjustment guidance catalogue(2011)",strict enforcement of copper smelting,aluminum smelting,secondary lead,lead and zinc smelting,magnesium smelting industry access conditions and related non-ferrous metal products such as energy consumption quota standards,in accordance with the relevant requirements obligatory targets for energy conservation and emissions reduction by the state,the competent industrial department and the relevant enterprises to carry out supervision and inspection.We will accelerate research and formulate methods for evaluating and reviewing energy conservation in renovation and expansion projects in nonferrous metal industries,and strictly control the blind expansion of nonferrous metal enterprises.Regularly announce the list of enterprises involved in the elimination of backward production capacity,and further improve the policy measures and long-term mechanism for the withdrawal of backward production capacity.
3.Revising and improving the standard system for energy conservation and emission reduction.We revised the national mandatory standards for energy consumption quotas for smelting products such as copper,aluminum,lead,zinc and magnesium,and implemented the standards.Actively together with the relevant departments to formulate copper,aluminum,lead,zinc and other metal varieties of energy-saving,environmental protection design specification,organize the supervision institutions to strengthen regional non-ferrous metal enterprises energy consumption quota standard implementation of the supervision and inspection,to carry out the national nonferrous metals enterprise mandatory power-consumption limit standard,the mechanical and electrical equipment,measuring instruments equipped with energy,energy metering data and use,special equipment,and other special inspection activities.
4.Strengthening the supporting and guiding role of fiscal and tax policies.Focusing on advantageous strategic metal resources such as tungsten,tin,antimony,molybdenum,indium and rare earth,we will accelerate research and formulate tax policies that fully reflect the value of resources.We will increase scientific and technological investment in research and development of major,key,generic energy conservation and emission reduction technologies for nonferrous metal industries and in the comprehensive utilization of resources.We will study and formulate relevant fiscal and tax policies to support the development of renewable nonferrous metal industry and the comprehensive utilization of red mud.
5.Promoting new mechanisms for energy conservation and emission reduction.We have identified a number of non-ferrous metal industry professional energy conservation service companies,and organized a series of energy conservation and emission reduction services,including energy audit,power demand side management,energy contract management,and energy conservation project financing.We will explore the establishment of a voluntary agreement system for energy conservation and emission reduction by nonferrous metal enterprises,and study and formulate relevant incentives for nonferrous metal enterprises that conduct cleaner production audits and implement voluntary agreements for energy conservation and emission reduction.
